The United Kingdom and the United States have agreed to a major commercial pact that will guarantee zero levies on British medicine products going into the US market.

Agreement Details of the Accord

As part of the deal, the UK has committed to increase spending on drugs through the NHS. This commitment ensures that duties on these key goods will be held at nothing for a period of 36 months.

This agreement comes after earlier threats to significantly raise tariffs on branded pharmaceutical products, with increases mentioned as high as 100%.

"This agreement with the Britain strengthens the global environment for cutting-edge drugs and introduces much-needed fairness to American-British medicine commerce," an announcement noted.

Trade Significance

Medicines represent one of the Britain's biggest export categories to the America, which is by far the largest destination for large companies like GSK and AstraZeneca.

Statistics show that in the year to the end of the third quarter, the UK shipped drugs valued at billions to the US. This amount made up 17.4% of British export trade in that timeframe.

"This deal secures jobs, boosts funding and paves the way for the UK to become a global hub for biotech and pharma," the Business and Trade Secretary stated.

Key British Pledges

The deal entails several key commitments from the UK:

  • Higher Cost Ceiling: The UK will lift the price threshold at which it judges new therapies to be unaffordable by 25%.
  • Higher Drug Budget: There is a goal to raise total public funding on medicines from 0.3 percent of the national economy to 0.6 percent over the next decade.
  • Rebate Cap: The amount drug companies must pay back to the NHS to stay within budget will be capped at fifteen percent. Previously, rebates were more than 20%.

Recent Tensions

The pact comes amid a ongoing row between the sector and the ministers over spending levels and regulatory access.

These tensions were exacerbated by arguments that American customers were paying significantly more for the equivalent treatments than people in the other developed nations.

In recent months, several large manufacturing plans in the UK have been paused or scrapped, while multi-billion-dollar expansions have been directed toward American operations.

The Science Minister publicly accepted that the NHS had to increase expenditure on drugs, noting that its budget allocation on drugs had declined as a percentage of its total funding over the past decade.
